The concentration of major air pollutants in Hong Kong has recorded a 30% decrease in the past 5 years. However, public health is not fully under protection yet. The most important step to be taken is to stress on emission reduction via the tightening-up of the Air Quality Objectives (AQO).
Following the tightening-up of AQOs in 2014, significant decrease of major air pollutants has been recorded. The decreasing trend implies further potential of tightening-up of current AQOs. According to the Air Pollution Control Ordinance, a periodic review of the AQOs must be conducted at least once every five years. The AQO Review Working Group was established last year by the Environment Bureau, functioning to set out the cruciality of AQOs update in order to maintain public health to a professional standard. The group have come up with a series of emission reduction measures focusing on areas such as transportation, energy and marine vessels after a year of review and discussion. The government will be making an announcement to the Panel on Environmental Affairs next Monday. Content of the announcement includes the above measures’ feasibility and proposed implementation term, as well as the study progress of assessment on the analysis of the measures’ economic and health impacts.
With regards to the suggestions proposed by the government’s working group, together with a number of LegCo Members, Clean Air Network will be elaborating and commenting on the document and its details before its presentation in the Legislative Council. We will stand together to accelerate the government’s pace in tightening the AQOs up, give prominence to emission reduction, and protect the health of all citizens.
