Clean Air Neighborhood (2023-2025)


Starting from the District Level: Facilitating Local Research for Better Air Quality

In Hong Kong, policies regarding air quality are implemented on a territory-wide basis. In view of the differences in urban planning, development, and traffic flows in each of the 18 districts in Hong Kong, “Clean Air Neighborhood” aims to promote a “bottom-up” approach to local research on air quality. By connecting different stakeholders within the district, we aim to identify district-specific air quality challenges and sources of pollution through research and analysis, and develop district-specific policies to improve air quality based on the needs of the district.


Enhancing Awareness

Through community engagement activities organized in collaboration with schools and community organizations, we aim to raise awareness among local stakeholders on air pollution issues and the specific pollution situation in their area.

Facilitating In-Depth Discussions

With activities such as collection of air quality data, analysis on monitoring results and other community engagement events, we strive to facilitate in-depth discussions among community members regarding local air quality issues.

Proposing Solutions

With a community advisory group established, community members can engage in comprehensive discussion on specific air quality issues with experts and advisors, and propose recommendations and solutions for enhancing air quality.

Target Groups and Districts

Phase 2 has been started in Tuen Mun, Yuen Long and Tin Shui Wai areas since September 2023. Collaborating with local schools and community organizations, we have been organizing a series of community engagement activities for residents. We will extend our initiatives to other districts, such as Sham Shui Po and Kwun Tong, later in the project period.


“Clean Air Neighborhood” consists of two components: the “School Program” and the “Community Program“.

Clean Air Neighborhood for Schools


Through experiential learning, we provide students with opportunities to immerse themselves in the community, conduct air quality research, engage in dialogues with community stakeholders, and explore air pollution issues within their neighborhoods.
Through this program, our goals are to:

  • Promote Youth Engagement: Through experiential learning, we aim to empower young people to actively participate in measuring air pollution data in their communities and enhance their understanding of air quality issues.
  • Foster Community-School collaboration: By facilitating discussions between students and community members, we encourage dialogue and knowledge sharing on how to improve air quality.
  • Conduct Community Research: We encourage students to engage with the community and actively propose solutions to address air pollution challenges.
Key Components

The course will be designed according to teaching needs. It consists of at least 6 sessions in general, including lectures, workshops, community observation, proposal presentation, and etc. A community exhibition day will also be held after the course, giving students more opportunities to share their research results with community members and exchange ideas on solutions and regional policies to air pollution.

Clean Air Neighborhood for Community


Through community engagement activities, we aim to reach out to individuals from diverse backgrounds within the community, including caregivers, environmentalists, seniors, youth, and etc., helping these stakeholders understand the air pollution issues in their districts and provide them with a platform to voice their opinions on how to build together a clean air neighborhood.
