Hedley Environmental Index, found by The School of Public Health of the University of Hong Kong, demonstrates the social cost of air pollution.
In 2016 alone, the air pollution has caused over 1,600 premature deaths, which is 1.81 times that of deaths due to passive smoking. Further more, air pollution caused HK$21.6 billion direct economic loss and over 2.6 million additional doctor visits last year.
