New changes ahead

The Amendment regulation came into effect on 1st September and clearly stipulated the retirement deadline for Euro IV diesel commercial vehicles (DCVs). Some 40000 existing Euro IV DSV, including diesel goods vehicles, non-franchised buses and light buses, are progressively phased out by the end of 2027 to improve roadside air quality.

After completing the public consultation process on the review of air quality objectives (AQOs), the Government will introduce an amendment bill to the Legislative Council for the implementation of the further tightening AQOs. The new set of AQO is expected to come into effect around 2020.

Two new general air quality monitoring stations set up by the Environmental Protection Department has started running service in Southern District and Northern District in summer. We are delighted to see the enhancement of local air monitoring network.


Policy Recommendations

However, we believe the little change is not enough as the new set of AQOs is still fallen short of international benchmarks. CAN urges the Environment Bureau to establish a timetable in the New Clean Air Plan for Hong Kong’s ambient and roadside air quality to fully comply with the World Health Organization’s (WHO) recommended safe standard no later than 2030.

CAN also submit our recommendations for the Budget and the Policy Address with more ambitious measures on tackling air pollution and implementing green recovery policies in order to minimize public health risk due to the dirty air.


Collaboration with District Councils

Air pollution is a public health crisis that requires urgent attention as it causes more than 1,700 deaths and over HK$20.8 billion economic loss in 2019 according to the Hedley Environmental Index

The issue has become a growing concern among district councillors and has started to be discussed in meetings. District councillors in Sham Shui Po, Tuen Mun, Kwun Tong and Eastern Districts have shown their support to move the air quality agenda forward.
